Allow Change Calendar to be accessed by Jira Users

      Current behavior

      At preset only JSM Licensed Users can view Change Calendar as per What is the change calendar?

      You need to be a Jira Service Management agent to access the change calendar.

      Suggestion

      Add the ability for other Jira Users to view the change Calendar if they have access to JSM Projects.
