      Issue Summary

      The user added to site without Jira(Jira software, Jira Service Management) product license, can't raise a request when "the portal without logging in" is on

      Steps to Reproduce

      1. create userA and invite the site.
      2. add user Confluence license. (but it is not needed.)
      3. set "Customers can access and send requests from the portal without logging in" on
        https://domain.atlassian.net/jira/settings/products/servicedesk/customer-access
      4. open Service portal
      5. raise a request with inputting email UserA, but it shows error
      Couldn't send request
      You do not have permission to create requests using this Portal.

      Expected Results

      The userA can raise a request.

      Actual Results

      The userA can't raise a request with error.

      Workaround

      add Jira Service Management Customer license to UserA
