Issue Summary
The user added to site without Jira(Jira software, Jira Service Management) product license, can't raise a request when "the portal without logging in" is on
Steps to Reproduce
- create userA and invite the site.
- add user Confluence license. (but it is not needed.)
- set "Customers can access and send requests from the portal without logging in" on
https://domain.atlassian.net/jira/settings/products/servicedesk/customer-access - open Service portal
- raise a request with inputting email UserA, but it shows error
Couldn't send request You do not have permission to create requests using this Portal.
Expected Results
The userA can raise a request.
Actual Results
The userA can't raise a request with error.
Workaround
add Jira Service Management Customer license to UserA
