"Similar Issues" panel fetches tickets based on the the SUMMARY field. If there are multiple tickets with Same Summary, then SIMILAR ISSUES tab will display those tickets. However this only works within the project and not across projects.
For instance, if XYZ-123 (service project) has a summary similar to ABC-123 (software project) then the customer's expectation is to list both the tickets in SIMILAR ISSUES panel
