Allow admins to disable the purple border flashing on the "Add Form" button

      Summary

      Add Form button keeps flashing with a purple border and there should be a feature to disable this flashing.

      Steps to Reproduce:

      This is inconsistent across sites however it is seen on the issue view (screenshot below)
