Issue Summary

The "Similar Requests" feature in Jira is not functioning as expected. Tickets with identical or similar summaries are not appearing in the "Similar Requests" section.

Steps to Reproduce

1. Create or open existing tickets with the same or similar summary.
2. Check if the "Similar Requests" feature suggests other tickets that share similar summary
3. Compare the expected similar tickets with the actual results.

Expected Results

All tickets with similar summary should appear in the "Similar Requests" suggestions.

Actual Results

For example, if there are three tickets with the summary "Test sample 1" (ISSUE-1, ISSUE-2, ISSUE-3):

• When viewing ISSUE-1, no "Similar Requests" such as ISSUE-2 or ISSUE-3 are shown.
• Similarly, when viewing ISSUE-2, no similar requests such as ISSUE-1 or ISSUE-3 are suggested.

This shows inconsistencies in the "Similar Requests" feature, as tickets with similar summaries are not always listed as expected.
