JSM can have incoming email addresses to create requests.
Receive requests from an email address

When the incoming email address added as a CC on emails, JSM creates a request where the Reporter is the FROM value and the TO value is dropped. 

There is no way on the UI to distinguish if the incoming address was CC'd only or was in the TO  field. 

There should be a way to filter out requests where the the incmoing email address was CC'd, so they do not get processed into JSM requests
