Ability to create a customer with an Atlassian Account using API on a site if that user already has an AA

      Current behavior:
      While using the Create customer API, the portal-only account of a user is created on a site even if that user already has an Atlassian Account on another site.

      Expected behaviour:
      Create an Atlassian Account of a user with JSM - Customer role on a site using API when they already have an existing Atlassian Account on another site.
