Jira Admin not able to see teams Operations settings unless they are members after moving Opsgenie to Jira Service Management.

      Issue Summary

      Jira Admin with a proper JSM license should have access to view and manage all Operations teams without the need of being member of these.

      When moving Opsgenie to JSM, in some scenarios Jira Admins, even though they have the right permissions are not able to see Ops teams they are not part of.

      Steps to Reproduce

      1. Move Opsgenie to JSM (See official documentation).
      2. Log in to JSM with an account that has Jira Admin and JSM agent roles, and try to open the Operations section for Teams that were migrated/copied over from Opsgenie.

      Expected Results

      Jira Admin is able to view Operations and navigate or manage settings through the different Ops sections

      Actual Results

      Jira Admin is unable to access Operations unless it is part of the team.

      Workaround

      Remove the JSM agent role and add it again.
