Operations Slack integration commands don't work

      Issue Summary

      When trying to execute some commands from the Operations Slack integration, such as /jsmops whoisoncall, the commands don't work.

      Steps to Reproduce

      1. Create a Slack integration for a team in Operations
      2. Try to execute the command /jsmops whoisoncall in Slack room

      Expected Results

      It returns the on-call users.

      Actual Results

      Nothing happens.
      We can see the following error in the Operations logs:

      No matching action found. Event with [<id>] not processed.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
