Provide a toggle to turn Virtual Agent on/off on Portal

      Issue Summary

      Currently, there is no way to disable the Virtual Agent on the Portal. However, other options to use the Virtual Agent, such as the Help Center, Slack, MS Teams, and Email, have a way to disable it in those channels. 

      Expected Results

      You should be able to turn off the Virtual Agent in the Portal but allow its use in other channels, such as Slack and Email. 

      Actual Results

      Admins can't turn off the Virtual Agent in the Portal without disabling the Virtual Agent Entirely. 

      Workaround

      Currently, no workaround is present.
