Improve/ Modify message wording on user invites based on User Access setting

      Description:

      When a project admin invites a user/ agent from People section with the User Access Setting for Product Invitation Permission set as "Don't Allow invites" for a product (eg: JSM) under User Invites it gives a message stating "You've requested access for 1 user They will be able to start collaborating when your admin approves their access request".

      However due to the above setting no such approval email is ever sent to the org admin which is misleading causing unwanted delays and miscommunication between the team and the org admins.

      Workaround:

      Setting needs to be updated to Require Admin Approval for the application to send the approval email to the org admin

      OR

      to have the org admin explicitly invite the agent from User Management section

      Expected Result:

      For the setting "Don't Allow invites" message should read that current user access settings do not allow this request or should point to reach out to org admin for further assistance.
