Customer notification won't trigger if the customer is added as a watcher

      Issue Summary

      At the moment, when a customer ( ticket reporter , request participant or organization member of the organization shared to the ticket ) added as a ticket "Watcher" too , customer notification will not trigger to the account.

      Steps to Reproduce

      1. Create a ticket on behalf of a customer with Atlassian Account , or login as the customer to create a ticket.
      2. Then, view the issue from JIRA as an agent, and add the customer as "Watcher"
      3. Add a public comment to the ticket.
      4. Check with the customer if the customer receive the notification.

      Expected Results

      Customer should receive the notification

      Actual Results

      Customer didn't get customer notification

      Workaround

      No workaround , but to fix it , remove the account from "Watcher" . Use automation to remove reporter from watcher list :-
