Issue Summary

Currently, freeze/maintenance window is only a visual feature. This means we don't block users to create changes when they are in maintenance or freeze window or when they choose a date that conflicts to freeze or maintenance window.

Steps to Reproduce

1. Create a Freeze/Maintenance window
2. Create an issue and set planned start/end dates fields value with dates within Freeze/Maintenance window
3. Issue is created with no blockers/no warning messages

Expected Results

It should be possible to block creation of changes with planned start/end dates conflicts with Freeze/Maintenance window

Actual Results

Issues are created within Freeze/Maintenance window.
