Issue Summary
Similar requests panels in the issue view look different between incident issue types and change/problem issue types.
Description
In the Incident (Issue Type) issues, the similar tickets panel displays thumbs up and thumbs down icons while in Change/Problem (Issue Type) issue view, the similar ticket panel displays an icon to link the similar requests to the current issue.

Steps to Reproduce
- Create an Incident ticket then another Change/Problem ticket
- Access the ticket and locate the Similar ticket's ** panel section
- Similar tickets will be shown, but the linking icon differs depending on the Issue Type.
Expected Results
The Similar ticket's ** panel section should look the same across different Issue Types.
Actual Results
Similar ticket's ** panel section look differs between Incident and Change/Problem Issue Types.
