Change Calendar changes/windows showing All Day despite being shorter

      Issue Summary

      When Change Requests or Change Windows are created on the Change Calendar with specific timestamps for the Planned Start and End fields, the change request/window shows up under the All-Day section of the calendar instead of the correct time frame.

      Steps to Reproduce

      1. Navigate to the Change Calendar
      2. Select a time range on the calendar and choose one of Create Change Request or Create Change Window
      3. Update the planned start end fields to select a custom time format eg. 12:46 AM for Planned Start and 12:49 AM for Planned End.
      4. Click on the Create button to save the change request or change window.

      Expected Results

      A change request or window shown for the configured planned start/end times.

      Actual Results

      The change request is shown in the All Day section of the calendar view.

      Workaround

      You can work around this problem by initially creating a change request using the times provided in the date field dropdown. After creating the change request/issue, the field values can be updated to reflect the specific time that needs to be selected.
