Issue Summary
Approval required test email is not sent when security setting is either option 1 or option 2.
Steps to Reproduce
- Go to Project Settings -> Customer Notifications -> Approval Required Notification
- Make sure the security settings is either set to Option 1 or Option 2
- Click on Send me a test email
Expected Results
A test email is sent .
Actual Results
We see an error "Couldn't send the email. Try again."

Workaround
When security setting in the Approval required notification is set to the third option that says Don't show 'Approve' and 'Decline' buttons - approvers must select 'View request', sign in, and approve or decline from the request view and saved then we can successfully send a test email.
