Race condition in internal system IDP leads to duplicate account creation

      Issue Summary

      When "Internal Account" enabled in "Customer Access" setting was enabled and a domain is added , by default an Atlassian Account should be created. However , in a case where customer tried to sign up an account and during the process it failed with one of the verification , duplicate account will be created , which is a "Atlassian Account" and "Portal Only Customer" account. This issue rarely happened.

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. Go to "Customer Access" and under Internal , tick for *Use approved domains
        to grant internal customers access to the help center with Atlassian accounts*
      2. Add a domain in the approved domains and enable "Customer" for JSM product.
      3. Go to Customer Portal and sign up for an account with the domain added previously.

      Expected Results

      An account created with Atlassian Account

      Actual Results

      Two account created , one with portal only customer another with Atlassian Account

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
