Support @mention user from Form Paragraph field.

Form Paragraph field brings rich text, however it does not support feature to @mention user yet.

A common use case is linking a Paragraph field to request description and let customer to fill it in from Portal Create. This feature would allow customer to @mention agent from Portal Create within Forms.

Also, it would allow user to mention users from the form itself.
