Issue Summary

Being able to have users able to comment and approve/decline issues from the queue view page. 

Steps to Reproduce

1. login into JSM
2. Go to queues 
3. Select an issue grant approval or decline and add a comment.

Expected Results

Currently it is possible to perform a bulk action but there isn't an option if you would like to approve or decline in one go one by one issues and then add a comment on the issue.

Actual Results

Currently a user can select issues and then  approve (not decline) and add a same comment on all the selected issues. It would be nice to be able to add comments one by one on without selecting the issue by just going to that specific comment in the column and update it and have just a drop down value of approve or decline. 

Workaround

Currently the only workaround is to go bulk action via the same screen.
