Issue Summary

When creating new Project using Share settings with an existing project and the existing project uses Custom Permissions scheme , then new project creation fails with error : 
Project not created
For some reason the magic didn't happen. Click Create to try again.
 

 
This error only appears if the existing project uses Custom Permissions scheme and Administrators role is removed from all permissions. 
 
If any customer wants to use custom permission scheme without Administrator role and add their own Admin name like Project_Admin, then they cannot create new project using shared settings.

Steps to Reproduce

1. Open any Project > Project Settings > Permissions
2. Remove Administrators role from all permissions or Administer Project permission.
3. Add Custom Project Role to all permissions.
4. Create new Project and select Share settings with an existing project > Select the existing project > Click Create.
5. Error appears.

Expected Results

New Project should be created with custom permission scheme

Actual Results

Error appears

Workaround

Add Administrator role to all permissions or temporarily associate other permision scheme whcih has this role. Once new project created , reassociated custom permission scheme.
