Allow Administrators to configure Request type visibility/accessibility based upon "Role"/Issue Permissions

      Currently, when Request types are added to the Portal, they are visible to everyone.  There are instructions to limit accessibility to certain Request types but that does not prevent users from being able to create a request, it only prevents them from seeing requests once they are created.  

      Administrators would like the ability to configure a Request Type so that it is only visible to certain individuals associated with specific Roles and/or assigned to a specific Group(s) so that only individuals associated with a Role or a member of the Group can see the Request type in the Portal and ultimately have access to these issues associated with the Request type instead of creating a separate Project for that single Request type.  This is needed for select issues like Security type issues or HR type issues which only the Security Team or HR should have access to.
