Issue Summary

Currently, Jira Forms Settings allows the ability to prevent, Jira Service Desk Team Members ( Agents ) From Re-opening a Form, however, it would be good t have the ability to prevent agents from submitting a form and have the option only for portal customer accounts to submit a form.

This can be helpful in scenario where we have created an automation rule and want only the forms submitted from portal to trigger the automation
