API to generate secure link to attachments.

      Problem Description

      Currently, there is no way to populate the Secure Login Free attachment link that we get in the Customer Notifications when using the option: "Download attachments via a secured link (without logging in)" under Project Settings -> Customer Notification:

      Suggested Resolution

      Have an API endpoint that can generate the Secure Login free links to the attachments of an Issue.

      Why this is important?

      Having an API to create a secure link to the attachments can be used in Automation to send the attachment links via Send Email action in Automation.
