Currently, only Agents and other licenses Jira users can have their user-data reported via API or even grant consent to 3LO apps for third-party integration.

As a developer, I would like that the API is capable of sharing user data and that 3LO apps can request consent for user accounts that are not-licenses but have access to the Customer Portal.
