Attachments on forms disappear when reopening the form

Issue Summary

Attachments on forms disappear when reopening the form (also if the form is not submitted during issue creation) if the attachment field is shown conditionally based on a selection list that's tied to a Jira field.

Steps to Reproduce

1. The problem comes when the attachment field on a form is shown conditionally and is dependent on a selection field in forms and linked to a Jira field
2. To reproduce create a form.
3. On that form add a field that contains a selection, for example, a dropdown field.
4. Link that field to a Jira field.
5. Then add a section that's shown conditionally based on the selection from that dropdown field.
6. Within that section add an Attachment field.
7. Save the form and link it to a request type.
8. Submit a ticket and upload an attachment to the form.
9. When the ticket is submitted, reopen the form, and you will see the attachment is gone.
10. This only happens when the section where the attachment field is, is dependent on a selection list tied to a Jira field

Expected Results

Attachments should not disappear if the form is re-opened.

Actual Results

Attachments disappear from the form and the ticket.

Workaround

Move the attachment field outside of the conditional section or make it dependent on a field that's not linked to a Jira field.
