Issue Summary

Users with Mexico/General or America/Mexico (GMT-6) timezones set in account preferences are showing an hour earlier on Change Calendar as these regions no longer are using daylight savings time.

Steps to Reproduce

1. Create [System] change issue with planned start/end data fields to populated within ITSM project
2. Access issue from Change Calendar with a user that has set Mexico/General timezone in account preferences

Expected Results

Time will show accurately for the region as reflected by user's chosen timezone on the calendar

Actual Results

Time shows an hour earlier as daylight savings time is no longer observed

Workaround

Use a timezone such as American/Belize, which still observes daylight savings time
