The customer would like to have control over who can create canned responses and to have the following:

• a setting to restrict personal and shared canned responses independently
• add to the permissions scheme of a project who can create/edit canned responses

This is to ensure that if a project has shared canned responses, the users will use that instead of creating personal ones.
