Allow adding approval step in inactive workflow

      Problem Description:

      Unable to add approval steps to inactive workflow.

      Suggested Resolution:

      Make it possible to add approval step in inactive workflow.

      Why this is important? :

      Adding approval step in active workflow can potentially break the transition in live project. If it's allowed to add in inactive workflow, we can test and then make it active in the project.

      Workaround :

      Test the approval step in test project's Active workflow before making it live for actual project.

            The requirement for a workflow to be active before being able to add approval steps is extremely frustrating.  Jira's documentation makes it clear that there's a lot of functionality that isn't available when working in active workflows, so the need to constantly switch back and forth between active and inactive workflows to get everything working correctly is such a miserable experience.
