Migrating from Proforma server to JSM Cloud would fail if issue form has reference to missing custom field options

Issue Summary

Proforma form data migration would fail if any issue form has reference to custom field options that does not exist anymore ( removed ).

Steps to Reproduce

1. Perform migration of Proforma server with the condition mentioned in issue description

Expected Results

Migration should proceed successfully by ignoring these invalid custom field option references.

Actual Results

Migration would fail with error

[c.t.p.c.i.service.jira.MigrationServiceImpl] Migrating ProForma data for App Migration failed: Received an unexpected status code; expected [200], but received 403: Access denied.

Workaround

There is no workaround.
