User case to explain what is needed:

1. I am a Service Desk Administrator for several Service Projects
2. I want to create a set of Bulk responses that will apply to all of my projects

Expected behavior: Have a functionality to bulk create the canned responses for all of the projects, or to have a way to share the responses among different projects.

Current behavior: The way to do it at the moment is to manually create the set of rules for each project.
