Mexico Timezone (GMT-6) SLAs are incorrectly starting SLAs an hour earlier than expected

      Issue Summary

      Mexico City Timezone (GMT-6) was not moved 1h ahead for DST, however SLAs are counting as if it did, treating it as GMT-5

      This issue is impacting the SLA metrics, it is start counting 1 hour earlier.

      Steps to Reproduce

      1. Configure the SLA calendar from 09:00 to 17:00
      2. Select Mexico Timezone (GMT-6)
      3. Create a ticket before 09:00 and the SLA will be running

      Expected Results

      SLA is not counting as it is still before 9am.

      Actual Results

      The SLA starts running one hour earlier.

      Workaround

      Use a different location with a similar timezone (ie: GMT-6 - Guatemala)
