Cairo time zone is incorrect due to DST

      Issue Summary

      Cairo Timezone has changed due to daylight saving, it was supposed to be GMT+3 but Jira still shows GMT+2.

      This issue is impacting the SLA metrics, it is start counting 1 hour earlier.

      Steps to Reproduce

      1. Configure the SLA calendar from 09:00 to 17:00
      2. Use timezone: (GMT+02:00) Cairo (it is supposed to be GMT+03:00)
      3. Create a ticket after 17:00 and the SLA will be running

      Expected Results

      Jira updates the Cairo timezone due to daylight saving.

      Actual Results

      The SLA starts running one hour earlier.

      Workaround

      Use a different location with a timezone (GMT+3)
