At-mentioning the Assist bot in MS Teams does not provide app suggestion to create a ticket

      Issue Summary

      This is reproducible on Data Center: n/a
      Previous to a certain point (first report received on March 28th, 2023) sending an "@ mention" to the Assist bot in a Team it is installed to would provide a suggestion to "Create a ticket with Assist", which essentially allowed users to send a mention to the bot to create a ticket. 
      The behavior is no longer reproducible, instead users can only tab off of the at mention or send the message, but the suggestion will no longer prompt so doing so will result in a canned message saying we were unable to create a ticket and provide troubleshooting steps.

      Expected Results

      @ mentioning the Assist bot and remaining engaged with it should populate a suggestion to "Create a ticket with Assist"

      Actual Results

      @ mentioning the Assist bot will not prompt a suggestion to create a ticket. 

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
