Issue Summary
In some cases, the default language in Language support can be missing when user migrated their project from Jira Server to Cloud. This leads to customer notifications are not sent.

Steps to Reproduce
- Migrate project from Jira Server to Cloud\
- Check the default language for JSM project
Expected Results
The default language is still there and and customer notifications are sent successfully
Actual Results
Below error is seen:
No content translation is available for the recipient.
Notes
In another case, the email/message content on the customer notification setting is empty; causing no notification to be sent. Updating the content resolved it.
Workaround
Add the pending translations/default language that is needed in the project
