Insights import allows different encoding

Issue Summary

When importing data with Jira insights, different encoding than the UTF-8 which can later causes issues in the display of the data, e.g. importing the data with Windows-1252, which would then need to be converted to UTF-8.

Steps to Reproduce

1. Perform a data import with a different encoding, e.g. Windows-1252.

Expected Results

Different type of encodings can be used.

Actual Results

A specific encoding format available to be performed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
