Add PIR button displaying without Post-incident reviews enabled

      Issue Summary

      The option of "Add PIR" display on Jira issues even though the Post-incident reviews being a disabled feature.

      Steps to Reproduce

      1. Make sure that Post-incident reviews is disabled in the Features section of the JSM project
      2. Create an incident

      Expected Results

      The "Add PIR" button shouldn't be displayed.

      Actual Results

      The button is displayed, even though the setting is disabled.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
