Add the ability to configure the "strip quotes" (Global setting) at the project level

      Problem Definition

      Currently, it is only possible to configure the "strip quotes" setting for the Jira Service Management (JSM) Email Request functionality at the global level, via the page ⚙ > Products > Email Requests, which applies to all JSM projects.

      Some customers wants to modify this setting only for specific JSM projects.

      Suggested Solution

      We would like the ability to configure the strip quotes (Global settings https://your_instance.atlassian.net/jira/settings/products/jira-service-management-email-requests) on a project level
