Approval notification is not triggered on Assist when approval step is on the first status of the ticket

      Issue Summary

      When the approval step is placed on the first status of the workflow, the notification in Slack for the approver is not sent to the approver.

      Steps to Reproduce

      1. Link a request type to Chat where approval step is placed right after ticket creation.
      2. Create a request via slack using the relevant request type and set an approver for it.
      3. The approver will not receive the slack notification for them to approve the request.

      Expected Results

      Regardless of the approval placement within the workflow, the approver should get the notification in Assist so they can approve the request.

      Actual Results

      The approver does not receive the slack notification for them to approve the request.

      Workaround

      Adding the approver as a request participant will trigger the notification in Slack.
