Allow SLA calendars and holiday schedules to be created and updated centrally

Currently every JSM project must create and maintain it's own calendars for each project. While the product offers a way to copy calendars from other projects, this becomes a huge pain when something needs to be updated.

Changing holiday list at the end of year or work timings requires admins to do change in each calendar in each project.
