Selecting "All customers involved" in "Send email" action doesn't send email to Org members

      Issue Summary

      Automation Rule with "Send email" action, set to send emails to "All customers involved" doesn't send emails to organisation Members.

      Steps to Reproduce

      1. Create an automation rule with the action "Send email" action (and the trigger can anything).
      2. In the "To" field select "All customers involved".
      3. Create a customer Organisation, with a few email addresses as organisation Members.
      4. Create an issue with the request type
      5. Update the issue field "Organisation" with the customer org created in step#3
      6. Trigger the rule that was created in step #1

      Expected Results

      Email should be sent to the Reporter, Request Participant, and All organisation Members.

      Actual Results

      Email is NOT sent to organisation Members. Email is only sent to Reporter and Request Participant.

      Workaround

      Legacy automations has a "Customers involved" option, you can use this option to send email to org members.
