Issue Summary

The comment timestamp in the Portal request view for a Managed account user is displaying the time based on the Jira System Default Timezone rather than the timezone configured in the user's portal profile.

Steps to Reproduce

1. Set Portal profile timezone to anything other than what is set in Jira System Default Timezone 
2. Access portal view and create new comment

Expected Results

Comment timestamp should reflect what is set in portal profile.

Actual Results

Comment timestamp references the Jira System Default Timezone.

Workaround

Refreshing the portal request view clears the issue.
