In JSM Cloud standardize Issue Layout usage even if no request type

      Allow the usage of Issue Layout to organize issue content so issues are shown the same way with or without request type assigned.

      Also add possibility to design sub-tasks with issue layout. Right now, sub-tasks in JSM projects behave strangely since they use new issue view but designed with screen config.
