Issues fail to create in mobile device browsers when Date and Time form fields are set to required

      Issue Summary

      When using Jira Service Management's Forms feature with a Date and Time field that is set to required on the form, a validation error for the time field prevents issues raised via the Customer Portal from sending.

      The time field displays an error Enter a valid value, even though such is entered. This behavior impacts browsers within mobile devices and not the Jira Cloud mobile application.

      This is currently confirmed to impact iOS devices.

      Steps to Reproduce

      1. Create a form within Project settings > Forms in a Jira Service Management project
      2. Add a Date & Time field type and check the Response required box
      3. Within the form settings associate the form with Request form and a request type
      4. On a mobile device's browser ie Safari, Chrome or Firefox visit the customer portal and navigate to the request type the form is associated with
      5. Try to create a ticket with the necessary fields filled out

      Expected Results

      Ticket is created.

      Actual Results

      An error displays under the time field on the form indicating Enter a valid value.

      Workaround

      1. Remove the field response requirement on the form for the Date & Time field
      2. If the requirement is necessary, have users submit tickets for request types that have these types of fields via a desktop browser
