      Issue Summary

      If Confluence has an IP Allowlist, Knowledge base setting "Who can" displays an error.

      Steps to Reproduce

      1. Set IP Allowing list in Confluence
      2. make Jira service management Project
      3. on JSM project, create Knowledge base
        1. [Project settings]>[Knowledge base]>[Link space] > select Confluence space

      Expected Results

      1. We can change and see "Who can view" and "Who can edit" settings.

      Actual Results

      1. "Who can view" and "Who can edit" display error "Couldn't load. Refresh." We can't change settings too.

      Workaround

      Possible causes for the error message "Couldn't load. Refresh." in Knowledge Base
