Issue Summary

In the newer Request Type UI, a user is unable to save when trying to add, remove or reorder fields. 

The following error is received: 

couldn't save your changes
Sorry, something went wrong and we couldn't update your "<request type>" request type. Try again.

Steps to Reproduce

Go to Project > Select request type > Try to add/remove or reorder field > Save changes

An error then occurs
