    Description

      Issue Summary

      Accessing JSM Request Create as anonymous user with a Form results in a permission error which will result in failure to load choices for fields on the form.

      Steps to Reproduce

      1. Create a Form and link it to a JSM Request Type. On the Form, at least one field should be a choice type and linked to a Jira field.
      2. Go to JSM Request Create page with the Form on it. 
      3. You will see a message `Error: User is not allowed this action` or `Error: User unauthorized` on the bottom left of the screen and choices fail to load.

      Expected Results

      The choices for the field loads and no permission error is shown.

      Actual Results

      The choices for the fields does not load and permission error is shown.

      Workaround

      Possible workarounds are:

      • Customers should login to the JSM Portal either as customer account or Atlassian account.
      • Do not link choice fields to Jira fields on the Form.

      An urgent fix is in progress.
