Option to set default values on summary and description field within incident management

      When utilizing Opsgenie and incident management capabilities of Jira Service Management ITSM projects, there is an option to Inform stakeholders. Currently there is no way to set default values for the summary and description fields.

      Customers may want to configure default values to be set on these fields.
