Current Behaviour

Currently, with the rollout of JSM Forms, there's no way to import Forms from one instance (Server or Cloud) to another.
For example, I want to migrate all tickets with the forms attached to another instance.

Expected Behaviour

As an Admin, I'd like to have the ability to import Forms from another Cloud or Server site like test.atlassian.net to prod.atlassian.net, for example.

User case

1. John is an Administrator who manages some JSM projects in Cloud site test.atlassian.net;
2. John also administrates some other projects in prod.atlassian.net site;
3. As an Administrator, John would like to copy the existing Forms setup from test.atlassian.net to prod.atlassian.net
