Show add form option on tickets that don't have a form yet

      The button will now appear on the Issue UI when a project has one (or more) form templates.

      Currently if a customer ticket doesn't have a form, the issue view will not show the option to add form, because of this the agent needs to do it from the more actions.
      It would be good to show the option in all tickets.
