Problem Definition
Currently the portal-only customer access setting ("Allow customers to create accounts") is a global setting for a jira instance and must be applied to all JSM projects. This doesn't allow for customization/control amongst projects within the instance.
Suggested Solution
Change the portal-only customer access setting ("Allow customers to create accounts") to be per-project rather than per instance, and ideally configurable per email domain.
Workaround
None at present.
